Why did France ban English Channel swims starting in France?

I understand that in the late 1990s, France stopped permitting channel swimmers from launching from their country. Does anyone know the rationale behind that decision? Was it a safety concern? Immigration? Cantakerousness?

    Hello everyone!
    I couldn't find any current regulations regarding swimming across the English Channel, so I have a question.
    Is it legal actually to swim across the English Channel?

    Only when escorted by one of the officially sanctioned escort vessels.
